Kevin Jardine, the Associate Deputy Minister responsible for the BC Environmental Assessment office, and Barry Penner, the BC Minister of the Environment from 2005 – 2010, will discuss the role communications, community engagement, advocacy and public affairs play in the environmental assessment process and in securing public support for resource projects.

The panel will be moderated by Tamara Little, BC Chapter President of PAAC and there will be an opportunity for questions following the panelists’ presentations.

Kevin Jardine, Associate Deputy Minister, BC Environmental Assessment Office

Following more than three years as Assistant Deputy Minister of Court Services Branch in the Ministry of Justice, Mr. Jardine was appointed Associate Deputy Minister of the Environmental Assessment Office on April 20, 2015. The Environmental Assessment Office is a neutral agency that oversees the review of major projects in BC. The office provides for the thorough, timely and integrated assessment of the potential environmental, economic, social, heritage, and health effects of reviewable projects and provides for meaningful participation by First Nations, proponents, the public, local governments, and federal and provincial agencies.

In 2003, he joined the newly formed Deputy Ministers’ Policy Secretariat to explore issues surrounding the management of species at risk in BC. From there, Mr. Jardine was appointed the Provincial Species at Risk Coordinator and, in 2005, he took on a leadership role in the newly-formed Integrated Land Management Bureau as Assistant Deputy Minister. In 2008, Mr. Jardine was appointed the Deputy Cabinet Secretary of Cabinet Operations. In 2010, he was appointed Assistant Deputy Minister for Open Government in the Ministry of Labour, Citizens’ Services and Open Government where he had accountability for public service revitalisation initiatives and citizen-centred service transformation.

Barry Penner, former Minister of Environment (2005-2010)

Senior Counsel and Strategic Counsel with Penner Pacific Advisory Services, Mr. Penner previously worked in a similar capacity with law firm of Davis LLP, which is now DLA Piper (Canada) LLP.

A practicing lawyer with international experience, Mr. Penner served almost 16 years as a BC MLA representing the eastern Fraser Valley. During this time, he served in a variety of roles, including Attorney General, Minister of Aboriginal Relations & Reconciliation and Minister of Environment. Since leaving elected office, Mr. Penner has been providing advice to natural resource companies, First Nations, governments and others to find solutions to difficult situations.

Currently serving as Chair of the Board of the Insurance Corporation of British Columbia, Mr. Penner is also a member of the Board of Directors of the College of Physicians & Surgeons of British Columbia. In addition, he is on the roster of arbiters for the New West Partnership Trade Agreement between the provinces of BC, Alberta and Saskatchewan.
